Early Life:
Miyuki Ishikawa was born in 1897 and Kunitomi, but much of her early life is unknown. She graduated college from the University of Tokyo and married Takeshi Ishikawa. She later became a midwife but never had any children of her own. Later in her career, she became the director at the Kotobuki Maternity Hospital.
The Murder of Newborn Babies:
Ishikawa’s midwife career was after World War 2 in the 1940s. During this time Japan had not legalized abortion and many people were having children that they could care for financially. Methods to prevent pregnancy were forbidden and punishment would be a result if they tried. She was unable to care for the children as well due to the lack of social/charity services required to help care for the infants. Ishikawa was able to see that the birth rate in Japan had been rising and how there was a concern with the individuals who were having the children.
Ishikawa had concluded that the way to solve the ‘problem’ was infanticide (killing a child within a year of birth). Ishikawa’s method of murder was neglect; an estimated amount of 103 newborns had died as a direct result of the abuse. It was reported that she often would decide the fate of the newborns for the mothers. Other times it was reported the mothers would ask her to kill the newborn so the mother would not have too.
She did not work alone, she convinced her husband and Dr. Nakayama helped her commit these crimes. Dr. Nakayama created false death certificates for the newborns that were murdered. Ishikawa’s husband would ask the parents of these children for large amounts of money by saying that it was less expensive than paying to raise the child.
The deaths of these newborns were known at the hospital, but the government had ignored the deaths which led to numerous midwives leaving the hospital.
Capture and Trial:
On July 12, 1948, two Waseda police officers had accidentally discovered the remains for 5 of Ishikawa’s victims. After autopsies had been done on the 5 corpses it was ruled that the deaths were not of natural causes. This discovery led to the arrest of Ishikawa, her husband, and the doctor. Further investigation led to the discovery of 40 more corpses in the house of a mortician and 30 discovered in a temple. The exact number of deaths remains unknown.
During Ishikawa’s trial, she argued the parents were responsible for the deaths because it was the parents who deserted the children. Despite this argument, Ishikawa was sentenced to 8 years in prison, her husband and Dr. Nakayama were only sentenced to four. Ishikawa and her husband appealed, won and their sentence was halved.
Prior incidents:
This was not the first incident of infanticide similar cases in Japan that occurred before this incident. In 1930, people of Itabashi had been accused of killing 41 foster kids and in 1933, the arrest of Hatsutaro Kawamata occurred after the murder of an estimated 25 foster kids.
Despite the Japanese government being aware of what had been occurring, nothing was done.
